Property licence fees and discounts

Licence applicants are required to pay a fee for each property that needs a licence. The selective licence fee is £850 per property and the additional HMO licence fee is £1,450 per property.
We are also proposing a number of discounts. Some discounts will also be available for applicants applying under the current mandatory licensing scheme.
When fees are paid
Licence fees are paid in two parts
Part A
Part A is payable on submission of the application and covers the cost of processing and the administration in determining the eligibility of the application.
Should the application be refused or rejected by the council or withdrawn by the applicant, this first payment will not be refunded.
Part B
Part B is payable once the application has been assessed, and the decision is made to grant the licence. This will cover the administration, management and enforcement of the licensing functions for the scheme.
Refused applications
If we decide to refuse a licence application, only the part A fee will be payable.

Number of bedrooms refers to 'units of accommodation' or 'households'
For Houses in Multiple Occupation (HMOs) with more than 10 units of accommodation, an additional pro rata fee on the same scale will be applied for each unit of accommodation above 10.

Discounts are determined on receipt of full application and all supporting documents.
Discounts will not be applicable where we have either:
- Made two requests for additional supporting documents
- Served a warning letter for failure to license the property
Early bird discount
The early bird discount for selective licensing designation 2 will run from 1 April 2026 to 1 October 2026.
The early bird discount for additional licensing and selective licensing designation 1 ended on 31 December 2025.
Multi-dwelling discount
You may apply for a multi-dwelling discount if you own and manage multiple properties that:
- Belong to the same owner and are managed together
- Are in the same block or building
- You apply for them all at the same time, ensuring that one application is made per property to be licensed (for example, Flat 1, Flat 2, Flat 3 etc.)
For a £50 discount off part B payment, properties must have an Energy Performance Certificate (EPC) rating of C.
For a £100 discount off part B payment, properties must have an EPC rating of B or above.
Gold Standard discount is applicable where the landlord meets the Gold Standard criteria.
Accredited landlords
If you are accredited under one of the following schemes, you may be entitled to a £100 discount (from part B payment):
- London Landlord Accreditation Scheme (LLAS)
- National Residential Landlords Association (NRLA)
- UK Association of Letting Agents (UKALA)
If you are a member of one of the following schemes, you may be entitled to a £100 discount (from part B payment):
- Association of Residential Letting Agents (ARLA)
- Royal Institution of Chartered Surveyors (RICS)
- Safeagent
Discounts will be determined on receipt of full application and all supporting documents.
Discounts will not be applicable where we have:
- Made two requests for additional supporting documents, or
- Served a warning letter for failure to license the property
Refunds
The part A fee covers the cost of processing the licence.
You do not have to pay part B of the licensing fee if we do not issue a licence.
We do not refund fees if the property no longer needs the licence. For example, if the property becomes owner occupied or is no longer let as a House with Multiple Occupation (HMO) before the licence has expired.
