Planning Obligations SPD and calculator

The Planning Obligations Supplementary Planning Document (SPD) sets out our approach to securing planning obligations through the development management process. It provides detailed guidance on how planning obligations will be determined and applied in relation to different types of development in the borough.

It reflects our commitment to ensuring developers contribute fairly to the infrastructure that the borough needs, as reflected by our Raising the Bar guidance, Developers’ Protocol and new boroughwide approach to infrastructure investment.

The SPD supports the policies set out in the Wandsworth Local Plan (July 2023).

The Planning Obligations calculator can be used alongside the Planning Obligations SPD. This uses the formulas set out in the SPD to help applicants calculate the contributions required for a proposed development. It should be used as a starting point for discussions, and all final contributions will be confirmed with us.

SPD consultation

The SPD provided an update to the previously adopted Planning Obligations SPD and was made available for public consultation for a period of four weeks from 2 September to 30 September 2025. We sought feedback to ensure the SPD is as effective as possible. 

Following the consultation, we considered all responses to the consultation in producing the final version of the SPD.
